In Lost Season 3 episode 3 John Locke gets pulled over by a policeman and is found to be carrying multiple assorted guns.
He has the officer check the ledger as he has the papers to prove that they were legit.
So why was that even important? It was because there was a character in Doctor Who: The Key to Time: The Power of Kroll and his name was Rohm Dutt. He was running guns for the Swampies who needed guns to protect their land.
Rohm Dutt needed the Chief of the tribe to sign a piece of paper and he told him that is was to ensure that he delivered the guns (i.e. making it legal).
The same as Locke having to produce paperwork showing that the guns he was carrying were legal. The guns in Doctor Who were shown again when they attacked the people at the refinery but it ends there. In Lost you see John point a gun at the undercover agent but he doesn’t shoot. Like I keep saying Lost is just a REMAKE!!!
