Same guy or what?

Did anyone else notice the very tan man with all white hair as he walked behind Sun and Jin as they were about to check into their hotel rooms? Is it the same man that is behind them Sun and Mikhail in the bank when she was trying to get money from the bank just before she learns her father has closed the account? If it is, why does he seem to be following her? Also the line “I come in peace” by Flocke what do you guys think it means in the grand scheme of things?
